[What you will be working on]
As a Programme Manager on the Empower team within GovTech's Innovation Office, you are expected to drive digital culture and capabilities, and build communities community centred around practical AI adoption across the Singapore public service. This is role sits at the intersection of technology, programme design, and community engagement.
You will drive assigned initiatives and projects independently, build and maintain the digital tools that power them using AI, and engage a wide network of public officers, agency partners, and industry collaborators. Beyond execution, you will be expected to help scope ambiguous problems, define success measures, and recommend improvements that help grow the initiatives and keep them aligned to broader organisational goals.
Programme strategy and monitoring

Define project scopes, success measures, risks, and implementation plans for new capability-building initiatives.

Analyse initiative/project outcomes, engagement data, and participant feedback to identify opportunities for improvement and recommend enhancements to future initiatives.

Translate team or programme objectives into actionable plans, milestones, success measures and deliverables.

Track initiative/project OKRs and contribute to programme-level reporting and recommendations to stakeholders and management.
Programme and event management

Plan and execute programmes and initiatives that build AI capability and culture for the public service.

Manage programme logistics end to end, including participant onboarding, timelines, deliverables, judging panels, and post-programme reviews.

Own assigned initiatives/workstream outcomes, proactively identify delivery risks, and propose mitigations, driving issues to resolution independently while escalating where appropriate.

Support the planning and execution of events such as competitions, community meetups and workshops.

Design and deliver workshops and learning sessions on AI and GovTech tools for public officers across agencies.
Stakeholder and ecosystem management

Build strong relationships with government agencies, industry partners, and community members for assigned initiatives to drive participation and programme relevance.

Gather stakeholder feedback and incorporate insights into programme design and delivery.

Support initiative/programme change management efforts to encourage adoption of AI tools, practices, and learning opportunities across agencies.

Source speakers, collaborators, and subject matter experts for events and initiatives.

Manage communications and outreach campaigns for assigned initiatives to drive awareness and engagement to public service audience.

Support the community channels and other engagement platforms by curating relevant content, resources, and moderation.
Process and team contribution

Develop and improve operational processes and templates to support effective programme execution.

Work closely with product, design, engineering, communications, and capability-building teams to deliver integrated initiative outcomes.

Build collaborative working relationships across GovTech and partner agencies to drive support delivery of initiatives and projects.

Contribute to a culture of experimentation, learning, and continuous improvement within the team through sharing best practices and lessons learned.
[What we are looking for]

Degree in a relevant field (e.g. Computer Science, Information Systems, Communications, Business) or equivalent experience.

0-2+ years of relevant experience spanning technical development, programme management, event coordination, or a related role.

Demonstrable ability to translate team/programme objectives into actionable plans and use data to support decisions, prioritisation and risk mitigation.

Comfortable using AI-assisted development/no-code/low-code tools to prototype simple tools or games, and work with technical teammates to maintain and drive improvements.

Strong interest in generative AI and a habit of staying current with tools, trends, and developments in the space.

Excellent written and verbal communication skills, with the ability to engage both technical and non-technical audiences, and to drive stakeholder alignment and adoption.

Prior experience working in or with the public sector is an advantage but not required.
