About the Role

Artificial Intelligence is reshaping how governments design, deliver and operate public services. The AI Strategy Office (AISO) drives GovTech's AI strategy, ensuring that our investments, programmes and initiatives collectively accelerate AI adoption across Government.

As the Strategy & Portfolio Management Manager, you will help translate strategy into execution. You will establish the operating rhythm of the office, support strategic planning processes, maintain visibility across GovTech's AI portfolio, and provide leadership with timely insights into progress, risks and emerging opportunities.

Working closely with senior leaders and teams across GovTech, you will combine structured planning, analytical thinking and stakeholder engagement to help ensure our AI initiatives remain aligned with strategic priorities and deliver meaningful outcomes.

 

What You Will Do

Strategy Planning & Execution

  • Support the development and periodic refresh of GovTech's AI strategy and organisational priorities.
  • Translate strategic priorities into actionable plans, roadmaps and measurable outcomes.
  • Coordinate annual and quarterly planning cycles across the AI portfolio.
  • Monitor progress against strategic objectives and analyse where initiatives are succeeding, facing challenges or require intervention.
  • Support leadership in tracking execution and identifying opportunities to improve organisational outcomes.

 

Portfolio Management & Strategic Insights

  • Develop and maintain a strategic view of AI programmes, products and initiatives across GovTech.
  • Build portfolio dashboards, metrics and reporting mechanisms that provide meaningful visibility into progress and performance.
  • Analyse adoption trends, implementation challenges and emerging opportunities across the AI portfolio.
  • Identify cross-cutting themes, risks and opportunities to inform leadership discussions and future priorities.
  • Support portfolio prioritisation and resource planning through structured analysis and evidence-based recommendations.

 

Executive Decision Support

  • Prepare reports, presentations and management papers for senior leadership.
  • Develop and maintain organisational KPI and OKR reporting.
  • Conduct analysis on strategic issues, synthesising information from multiple sources into clear insights and practical recommendations.
  • Support leadership by providing timely analysis to inform planning, prioritisation and decision-making.

 

Office Planning & Effectiveness

  • Establish and continuously improve planning, reporting and portfolio management processes within the AI Strategy Office.
  • Coordinate cross-functional initiatives that require alignment across multiple teams.
  • Support leadership engagements, strategy reviews and planning workshops.
  • Contribute to building a high-performing AI Strategy Office with effective operating practices and ways of working.

 

Who We're Looking For

You enjoy bringing clarity to complexity and turning strategy into action. You're naturally curious, analytical and organised, and enjoy understanding how different pieces fit together to achieve broader organisational outcomes.

You are comfortable working across organisational boundaries, engaging diverse stakeholders, and using data and structured thinking to support decision-making in fast-evolving environments.

This role would suit someone who enjoys solving ambiguous problems, building structure where it doesn't yet exist, and helping leaders make informed decisions.

Requirements

  • Approximately 5–8 years of relevant experience.
  • Strong analytical, problem-solving and structured thinking skills.
  • Excellent written and verbal communication abilities.
  • Experience preparing reports or presentations for senior leadership.
  • Ability to synthesise complex information into clear insights and recommendations.
  • Strong stakeholder management and influencing skills.
  • Comfortable working in ambiguity and helping establish new ways of working.
  • Ability to balance attention to detail with an understanding of broader strategic objectives.

Experience in one or more of:

  • AI or digital transformation
  • Strategy execution or business operations
  • Product or programme portfolio management
  • Organisational performance management (KPIs, OKRs or similar)
  • Data analytics, dashboarding or business intelligence
  • Public sector strategy and policy
